1. Executive Summary

The successful deployment and long-term sustainability of the Rural Infrastructure Operating System (RIOS) are contingent upon the cultivation of local expertise. A community that can install, operate, maintain, and innovate upon its own infrastructure is a truly sovereign one. To achieve this, we propose the creation of the DeReticular Academy, a comprehensive training and certification institution designed to empower local technicians and entrepreneurs.

The Academy will offer a multi-tiered curriculum focused on the core components of the RIOS Campus: the Trifi wireless network, Agra Dot Energy power systems, and the RIOS-CC-1000 compute cluster. By creating a pipeline of certified local talent, we will accelerate deployment, reduce long-term operational costs, create high-value local jobs, and foster a new generation of innovators who will build upon the RIOS platform. This initiative is a critical investment in the human capital that will ensure the lasting success of our mission.


2. Research Findings & Educational Imperatives: The RIOS-CC-1000

The RIOS-CC-1000 is the economic and computational heart of the RIOS Campus. It is a high-performance, containerized AI Compute Cluster designed to run demanding global workloads.[1] Its successful operation requires a unique blend of skills that are not typically found in a single, off-the-shelf training program. Analysis indicates that the necessary educational courses must cover four key domains:

  1. High-Performance Computing (HPC) Administration: The cluster is fundamentally an HPC system. Technicians need to understand server hardware, cluster management, and resource scheduling.
  2. Network Engineering & Traffic Management: The cluster’s profitability depends on uninterrupted, high-quality connectivity.[1] The system uses an enterprise-grade SD-WAN appliance to manage a primary Starlink satellite backhaul and a secondary Trifi cellular failover.[1] The underlying architecture is conceptually based on principles of traffic prioritization and Quality of Service (QoS), similar to MPLS, to ensure the revenue-generating AI traffic is never compromised.[2]
  3. Virtualization and Containerization: The RIOS-CC-1000 is a “containerized” cluster. This implies the use of technologies like Docker and Kubernetes to deploy, manage, and scale the AI/HPC workloads. This is the core of its operational efficiency and multi-tenancy capabilities.
  4. Resilient Power Systems Management: The cluster is designed for energy sovereignty, powered by off-grid solutions like Agra Dot Energy’s Micro GTL technology.[3] Technicians must be trained in the maintenance and operation of these specialized power systems to guarantee uptime.

Based on these requirements, a standardized IT curriculum is insufficient. The DeReticular Academy must offer a bespoke, integrated program that addresses this convergence of technologies.


3. The DeReticular Academy: Curriculum & Certification Paths

The Academy will offer two primary certification paths, each with multiple tiers, to cater to different roles within the community.

Path A: RIOS Certified Technician (RCT)
This path is for the hands-on specialists who will build and maintain the RIOS Campus.

Level 1: RCT Associate (RCT-A)

  • Focus: Foundational skills for installation and basic maintenance.
  • Curriculum:
    • Course 101: Introduction to the RIOS Ecosystem:
      • Modules: The DeReticular Mission, RIOS Campus Architecture, The “Data Flywheel Effect,” Safety Protocols.
    • Course 102: Connectivity Essentials (Powered by Trifi):
      • Modules: Radio Frequency (RF) Fundamentals, Installation of Trifi Far X Routers, Configuration of the 7-in-1 Antenna, Cabling and Weatherproofing Best Practices, Introduction to vSIM Technology.
    • Course 103: Power Systems Fundamentals (Powered by Agra Dot Energy):
      • Modules: Introduction to Micro GTL Technology, System Safety and Shutdown Procedures, Basic Fuel Stock Management, Routine Maintenance and System Monitoring.

Level 2: RCT Professional (RCT-P)

  • Focus: Advanced diagnostics, network management, and compute cluster operation.
  • Prerequisite: RCT-A Certification.
  • Curriculum:
    • Course 201: Advanced RIOS Networking:
      • Modules: SD-WAN Configuration and Management, Traffic Prioritization and QoS, Diagnosing Connectivity Issues (Starlink & Trifi), Network Security Fundamentals.
    • Course 202: RIOS-CC-1000 Deployment & Operation:
      • Modules: Physical Installation and Racking of the Compute Cluster, Introduction to Containerization (Docker Basics), Using the Cluster Management Interface, Monitoring System Health and Performance.
    • Course 203: Resilient Power Systems Management:
      • Modules: Advanced Diagnostics for Agra Dot Energy Systems, Fuel Quality and Optimization, Power Grid Integration and Failover Testing.

Level 3: RCT Expert (RCT-E)

  • Focus: Elite-level skills in system architecture, workload management, and optimization.
  • Prerequisite: RCT-P Certification.
  • Curriculum:
    • Course 301: RIOS Sovereign Cloud Administration:
      • Modules: Architecting IaaS and PaaS Solutions, Managing the Secure Data Vault, Backup and Disaster Recovery Protocols.
    • Course 302: AI Workload Management on the RIOS-CC-1000:
      • Modules: Introduction to Kubernetes, Deploying and Scaling AI/HPC Workloads, Revenue and Performance Optimization, Introduction to Blockchain Node Operation.

Path B: RIOS Certified Entrepreneur (RCE)
This path is for the visionaries and business leaders who will leverage the RIOS platform to create new economic opportunities.

Level 1: RCE Catalyst (RCE-C)

  • Focus: Understanding the RIOS economic model and identifying local opportunities.
  • Curriculum:
    • Course 401: The RIOS Business Model:
      • Modules: The Self-Funding Campus, Understanding the “Data Flywheel Effect,” Introduction to the Global Compute Market, Case Study: The Thayer, MO Strategic Vision.
    • Course 402: Building a Business on RIOS:
      • Modules: Leveraging Sovereign Connectivity for New Services, Introduction to the RIOS Sovereign Cloud Suite, Developing a Business Plan for a RIOS-Powered Enterprise.
    • Course 403: Community Engagement and Governance:
      • Modules: Principles of Decentralized Public Infrastructure (DePIN), Building Community Buy-in, Managing a Community-Owned Asset.

Level 2: RCE Innovator (RCE-I)

  • Focus: Launching and scaling a business using the advanced capabilities of the RIOS Campus.
  • Prerequisite: RCE-C Certification.
  • Curriculum:
    • Course 501: Monetizing the Sovereign Cloud:
      • Modules: Pricing and Marketing IaaS/PaaS, Building a Secure Data Storage Business, Go-to-Market Strategy for Backup and Recovery Services.
    • Course 502: Data-Driven Entrepreneurship:
      • Modules: Leveraging Local Data for Insights (e.g., Kurb Kars logistics data), Introduction to Local AI Applications, Privacy and Ethics in Data Management.

4. Delivery Method and Strategic Benefits

  • Hybrid Model: The DeReticular Academy will use a hybrid delivery model. Theoretical coursework will be delivered via a robust online learning platform, while practical, hands-on labs will be conducted at certified RIOS Campus deployments, turning every installation into a potential classroom.
  • Strategic Benefits:
    • Accelerated Deployment: A local, certified workforce can install and commission new RIOS Campuses more efficiently.
    • Reduced Operational Costs: Local technicians can provide immediate, on-site support, reducing the need for expensive, dispatched specialists.

    • Ecosystem Growth: The RCE program will spawn a new generation of local businesses that are deeply integrated with the RIOS platform, creating a vibrant and resilient local economy.
